Matthew Kelsey

Matthew Kelsey is a health system leader with more than 15 years of experience advancing strategy, governance and integrated care transformation across Ontario’s healthcare system. He currently serves as Director, Mental Health at the University Health Network, where he leads clinical operations, health system partnerships and transformational initiatives focused on improving access to and delivery of mental health and addictions care. He works closely with Ontario Health, hospitals and community partners to advance provincial priorities and drive integration across sectors of health systems.

Matthew is also a PhD candidate in Health Systems Research at the Institute of Health Policy, Management and Evaluation, University of Toronto. His research focuses on the implementation, evaluation and scaling of integrated models of care, with a particular interest in the policy, governance and system enablers required to achieve sustainable health system transformation.
